Isle of Man Ship Registry issures circular regarding Fuel change over procedures to Low Sulphur Fuel Oils as follows:
The first Sulphur Oxide (SOx) emission control area was established in the Baltic and came into force internationally on the 19 May 2005 and all ships were required to either use the 1.5% low sulphur fuel or fit an exhaust gas cleaning system as required by regulation 14 of Annex VI 12 months from this date which was the 19 May 2006.
In order to comply with the requirements of Regulation 14 of MARPOL, the burning of Low Sulphur Fuel Oils (LSFO) was introduced. Currently vessels are permitted to burn fuel oils with sulphur content of less than 3.5% whilst operating outside a SECA, but must ensure that they burn fuel with a sulphur content of less than 1% whilst within the SECA.
For vessels continuously operating on LSFO and for those that may be fitted with an exhaust cleaning system there is no issue, or for vessels with dedicated LSFO service and settling tanks this is a minor problem as it is only the fuel in the fuel oil system that needs to be diluted.
However, for vessels which burn 3.5% HSFO and are not equipped with scrubbing equipment or redundancy the problem of compliance is much greater as large quantities of fuel are being mixed. MARPOL Annex VI Regulation 14(6) requires those ships
