COVID-19 protocols for offshore supply vessels’ operations at RLC port
Monday, March 15, 2021, Ras Laffan, Qatar

Amendments have been made to the protocols for offshore supply vessels’ operations. The amendments are as follows:

PCR tests on the 6th day in Ras Laffan Port (measured from the time the vessel departed its originating port)
7 days quarantine (measured from the time the vessel departed its originating port) provided all the crew and passengers on board are tested negative
The remaining provisions of the protocol will apply mutatis mutandis to OSVs and other marine craft engaged in operations for Qatar’s Offshore industry.

The changes are effective from 14 March 2021.

Closure of one big lock

The Kiel Canal Authority has advised that one big lock chamber at Kiel is closed due to an incident. Currently, only one big lock is available.

Present waiting times:

Kiel-Holtenau: Up to 4 hours

Brunsbüttel: Up to 3 hours

Revised berthing policy and tariff structure

A revised berthing policy and tariff structure applicable for vessels calling Mundra port will come into effect from 1 April 2021.

Changes include:

Mineral water charges
Correction in the wording of lay-up berth clause
Correction in the wording of repairing onboard entry permission
Correction in berthing/unberthing guidelines

Suspension of traffic

Vessel traffic at Dardanelles will be suspended on the following days for the Canakkale Victory and Martyrs’ Day rehearsals and ceremony on 18 March 2021.

Scheduled lane outage at Cocoli Locks
Monday, March 15, 2021, Panama Canal, Panama

From 0800 hours to 1800 hours (10 hours) on Tuesday, 30 March 2021, Cocoli Locks will be out of service for scheduled maintenance.

As a result, and in accordance with the rules governing the Transit Reservation System (OP Notice to Shipping No. N-7-2021), only the conditional booking slot for the Neopanamax locks will be offered during Period 2 for 30 March. Applications for this slot will be received beginning at 0900 hours on 16 March.

Reserved slots that were awarded prior to the opening of Period 2 and become available after the opening of Period 2, may be reallocated to interested vessels.

The works will be carried out by a flotilla of vessels including one dumb lighter, one flat-top work barge, one special purpose vessel and three tugboats. The number of vessels engaged in the works will change from time to time to suit operational requirements.

A working area of approximately 50 metres around the lighter and barge will be established. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the positions of the anchors extending from the lighter and barge.

The hours of work will be from 0700 to 1900 hours. No works will be carried out on Sundays and public holidays. Vessels employed for the works will stay in the area outside the hours of work.

Diving operations will be carried out from time to time during the hours of work.

Vessels engaged in the operations will display signals as prescribed in international and local regulations.

Vessels navigating in the vicinity should proceed with caution and keep clear of the area at slow speed, bearing in mind there are divers working in the area.

2) For hybrid scrubber if used in open loop, charges would be applicable.
3) Declaration by agency on type of fuel used in the port limit.
4) Above points will be part of the vessel declaration process & will be incorporated in the next revised edition of BPTS.

Closure of big lock (Update)

Health Register Form

An advisory has been issued by Turkey’s Ministry of Health that each person who will embark/visit a vessel must complete an “Entrance Form to Turkey” 72 hours prior to arrival in Turkey.

The person completing the form must state his/her accommodation in Turkey such as hotel, shipyard, etc.

Should there be any changes to flight details, the related person must complete and submit a new form.
