Hellenic Technical Committee of GL Meets in Athens Print E-mail

gl_new_logo.jpgThe annual Hellenic Technical Committee of Germanischer Lloyd (GL) took place at the Ledra Marriott Hotel and was attended by 35 members. This year the Committee focused on GL’s new services for the Greek shipping community, the Maritime Labour Convention 2006, the present and forthcoming ballast water management methods as well as latest developments on port state control. A large part of the presentations was based on the requests made by the Committee members.
Mr. Athanasios Reisopoulos, GL Vice President Area Mediterranean / Southern Africa and secretary of the committee, welcomed the participants and introduced the new members:
-    Mr. George Kavounis, Technical Manager of AEGEAN SHIPPING MANAGEMENT
-    Mr. George Laou, Technical Manager of ALLSEAS MARINE SA
-    Mr. Evangelos Markoussis, Technical Manager of ATHENIAN SEA CARRIERS LTD.
-    Mr. Costas Staboulelis, Director Operations, New Projects and Developments, ATTICA GROUP
-    Mr. Athanasios Varlokostas, Technical Manager of SILEVR LAKE SHIPPING Co SA
-    Mr. Leonidas Zogopoulos, Technical Manager of EUROBULK LTD
Mr. Dimitrios Korkodilos, Chairman of the Hellenic Technical Committee, announced the speakers of the day, starting with Mr. Albrecht Grell, Executive Vice President of GL and Head of the Division “Maritime Solutions”.
 
GL opens a new regional office in Piraeus for ISO/ISM/ISPS Certification
Albrecht Grell presented the new non-classification services of GL. They are built on four pillars: Software, Consulting, Training and System Certification. Furthermore, he explained that solving clients’ challenges with software requires much more than just the software itself.  This is why GL offers implementation support in software for ship design as well as software for ships operations.
Mr. Grell also announced the establishment of a new office in Greece in order to exclusively coordinate ISM, ISPS, ISO Certification activities within the Areas of Southern Europe, Mediterranean,  Black Sea, Africa and Middle East, recognizing, in this way, the importance of the Greek market to Germanischer Lloyd.
Maritime Labour Convention, 2006 – prepare for compliance
Olaf Quas, Head of the Department of Certification of Management Systems with GL, described the aspects of the Maritime Labour Convention 2006 coming into force next year. He presented the new ILO Convention requirements for shipowners, flag administrations and maritime labour suppling nations, emphasizing the GL readiness to support MLC pre-certifications services.
Ballast Water Management: present and forthcoming methods
Violleta Psoma, Naval Architect, and Evangelos Moschoulis, Mechanical Engineer, both plan approval engineers of GL Technical Services Hellas, gave detailed information for present and forthcoming regulations with regard to Ballast Water exchange and treatment methods in order to eliminate the risk of introduction of harmful aquatic organisms and pathogens from ballast water.  Finally they discussed the latest technical solutions by mechanical, physical, chemical or biological processes, used either alone or in combination. 
Reporting defects to Class
 
Konstantinos Siozos, Country Manager of Germanischer Lloyd Greece, continued with his presentation about owners’ obligations to report to the Class Societies any damage, defect or deficiences which might affect the safety and class-worthingness of a vessel.
Mr. Siozos informed the Committee members about GL Hellas local Fleet Service Team with capacity to respond to owners requests in a fast and efficient way in finding the most suitable technical solution for each particular case. The Fleet Service Team No 2, in cooperation with GL Piraeus, coordinates the entire process worldwide with the assistance of GL’s damage and repair department in Hamburg in case of hull and machinery damages. It also maintains a direct contact with the Flag States in case of statutory deficiences.
PSC – latest developments
The last topic of the day about Port State Control latest developments was presented by Dimitris Fokas, Area Quality Manager with GL.
Mr. Fokas’s presentation focused on the new European PSC requirements. He analysed the procedures and the rights of appeal and described the results of the Paris MoU Concentrated Inspection Campaign on lifeboats. 
The presentations, attended also by a large number of press representatives, were followed by lively discussions and a buffet dinner at the hotel premises.
