China’s economic planner details the standards for high-emission industries

Five government departments and organizations have issued standards for industries in a clear regulation for local governments to follow in the latest effort to boost a technology transformation to energy efficiency and carbon reduction in industries with high energy demand while effectively curbing the ‘blind’ development of high-emission and high pollution projects.

In a notice issued by the National Development and Reform Commission (NDRC), the Chinese top economic planner, the Ministry of Industry and Information Technology, the National Energy Administration and other organizations, clear energy efficiency standards have been set for companies to follow. The regulations will come into effect on January 1, 2022.

For stock projects whose energy efficiency is lower than the standards and benchmarks of the industry, the notice requires the implementation of the policy in a reasonable transition period and instructs enterprises to carry out energy-saving and carbon-reduction technology transformations in an orderly manner.

While improving the energy efficiency in manufacturing and operations, the notice urges to resolutely eliminate backward production capacity, technology, and products in accordance with laws and regulations.

For projects that require a technology transformation, local governments must clarify the change, upgrading and elimination time frame, that generally is not more than three years, and specify the annual transformation and elimination plan, the notice said.

The projects that cannot be completed on time in accordance with the standards must be eliminated.

Related supportive policies will also be improved in a bid to ramp up efforts on market regulation and supervision for energy-saving and carbon-reduction. Measures like tiered electricity prices are included among the supportive policies.

In order to ensure the stability of the industrial supply chain and the stable operation of the economy and society, the notice indicated the promotion of energy-saving and carbon-reduction technology transformation in a steady and orderly manner.
