Construction of vehicular bridge between airport and boundary crossing facilities

For approximately 12 months, marine works involving establishment of temporary working platforms, and construction of pile caps, piers and decks will be carried out within the following Works Areas:

WORKS AREA 1
This area is bounded by straight lines joining the following co-ordinates (WGS 84 Datum) from (A) to (D) and the adjacent shoreline:
(A) 22° 19.035’N / 113° 56.636’E
(B) 22° 19.009’N / 113° 56.776’E
(C) 22° 18.924’N / 113° 56.757’E
(D) 22° 18.951’N / 113° 56.614’E

WORKS AREA 2
This area is bounded by straight lines joining the following co-ordinates (WGS 84 Datum) from (E) to (H) and the adjacent shoreline:
(E) 22° 18.914’N / 113° 56.813’E
(F) 22° 18.919’N / 113° 56.786’E
(G) 22° 19.004’N / 113° 56.804’E
(H) 22° 18.996’N / 113° 56.848’E

The works will be carried out by a flotilla of vessels including one jack-up barge, crane barges, flat top barges, derrick barges and hopper barges. Some tugboats and work boats will provide assistance. The number of vessels engaged in the works will change from time to time to suit operational requirements.

A working area of approximately 50 metres around each barge will be established. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the positions of the anchors extending from the barges.

Yellow flashing lights will be installed at the corners of the jack-up barge to indicate the position of the jack-up barge.

A temporary navigation channel with a width of about 50 metres will be established between the two works areas. The channel will be marked by lateral light buoys. The particulars of the buoys are as follows:

I) Green lateral light buoys at co-ordinates (B) and (C):
Shape : Pillar
Colour : Green
Light Characteristics : Q. G
Top Mark : Single Green Cone
Radar Reflector : Fitted

II) Red lateral light buoys at co-ordinates (F) and (G):
Shape : Pillar
Colour : Red
Light Characteristics : Q. R
Top Mark : Single Red Can
Radar Reflector : Fitted

Silt curtains extending from the sea surface to the seabed will be established within the works areas. The silt curtain is a large piece of netting used to contain mud and sediments. Yellow flashing lights will be laid to mark the extent of the silt curtains.

The hours of work will be from 0700 to 2300 hours including Saturdays, Sundays and public holidays. Vessels employed for the works will stay in the works areas outside the hours of work.

Diving operations will be carried out from time to time during the hours of work.

Vessels engaged in the operations will display signals as prescribed in international and local regulations.

Vessels navigating in the vicinity should proceed with caution and keep clear of the works areas at slow speed, bearing in mind there are divers working in the works areas.

Submarine outfall construction works in Starling Inlet

For approximately 7 months, submarine outfall construction works will be carried out within the area bounded by straight lines joining the following co-ordinates (WGS 84 Datum) from (A) to (D):
(A) 22°32.759’N / 114°14.262’E
(B) 22°32.661’N / 114°14.312’E
(C) 22°32.615’N / 114°14.206’E
(D) 22°32.713’N / 114°14.157’E

The works will be carried out by one dumb lighter and one flat top barge. Two tugboats will provide assistance.

A working area of approximately 100 metres around the barge and the lighter will be established. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the positions of the anchors extending from the barge and the lighter.

A silt curtain, extending from the sea surface to the seabed, will be established within the works area. The silt curtain is a large piece of netting used to contain mud and sediments. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the extent of the silt curtain.

The hours of work will be from 0700 to 1900 hours. No works will be carried out on Sundays and public holidays. Vessels employed for the works will stay in the works area outside the hours of work.

Vessels engaged in the operations will display signals as prescribed in international and local regulations.

Vessels navigating in the vicinity should proceed with caution.

Notification of protected industrial action

Svitzer Australia has received a further notification from the Maritime Union of Australia of protected industrial action by its members in Brisbane.

The notice of protected industrial action planned to take place involves members of the MUA employed by Svitzer Australia engaging in bans on the performance of any work from 10 hours after the shift commencement time, commencing from 12:01 am on Tuesday 17 November 2020 through to 11:59 pm Sunday 22 November 2020 in Brisbane.

The action may impact operations, and Svitzer is reviewing schedules and crewing requirements to minimise any potential disruption. At this stage, they expect to continue to provide towage services, by absorbing additional costs and rescheduling.

Updated preparedness for COVID-19 transmission
Friday, November 13, 2020, Kuantan Port, Malaysia

Shipping agent shall advise pre-arrival of vessel having a crew change or new sign on vessel crew within 14 days from the date of arrival at Kuantan Port to the Medical Officer of Kuantan Port at least 48 hours before arrival to Kuantan Port.

The vessel will undergo a quarantine process of 14 days including days of voyage from the previous port (port of crew change / sign on) at the anchorage before allowed to start any operations.

The Kuantan Port Auxiliary Police shall ensure there is no ship crews sign-in, sign- off or shore leave passing through Kuantan Port entrance except with the authorization by Ministry of Health Malaysia (KKM), Marine Department Malaysia and any related agencies.

The ship crews of the vessel are not allowed to disembark from the vessel without permission from the KKM and authorities when the vessel is at berth. Application for this purpose shall be submitted to the KKM, Marine Department Malaysia and authorities during the predefined time.

All parties involved with port activities are encouraged to follow the health care measures recommended by the KKM.

This circular is effective on 24 November 2020 and shall be read in accordance with the latest Merchant Shipping Notice, and any latest instructions by Government of Malaysia.

Terminal reopens after typhoon

Berth repairs complete
Friday, November 13, 2020, Novorossiysk, Russia

Repair works on the mooring bay D4 of Berth No.1A at Sheskharis oil Terminal have been completed.

From tomorrow (14 November), PC “NCSP” will be ready to resume accepting Aramex type tankers for loading of 80,000-90000 mt crude oil to Berth No.1A, without restrictions on tanker measurements.

Measurements for vessel acceptable at Berth No.1A are as follows:
– Deadweight: up to 170 000 mt.
– Length: 232.0-290.0 m.
– Beam: up to 52.0 m.
