New berthing policy & tariff structure

Prohibition of sign-on crew with travel history to the United Kingdom
Wednesday, December 23, 2020, Singapore

The Ministry of Health has announced that from 23 December 2020, 2359 hours, all long-term pass holders and short-term visitors with recent travel history to the United Kingdom (UK) within the last 14 days will not be allowed entry into Singapore, or transit through Singapore.

In line with the above, please be informed that the following crew change will not be allowed in the Port of Singapore:
a) Sign-on crew with travel history to the UK within the last 14 days
b) Sign-on crew transiting UK on their connecting flights to Singapore

The above measure is effective from 23 December 2020, 2359 hours and will remain in effect until further notice.

COVID-19 measures in force

It is compulsory for ships and personnel to follow the below COVID-19 measures in force at the port of Novorossiysk.

All ships must furnish the following information at least 2 days before arriving at the port:
– Medical Declaration of health
– Crew List
– List of the ports of call in the last 30 days, with arrival/departure dates for each port
– Body temperature list for crew

The Master must immediately report of any persons with high temperature, fever or any other symptoms of infection disease on board.

Agent must arrange delivery of sanitary specialists on board before inward clearance formalities. They will make a full disinfection of the main ship’s accommodations: office, cargo control room, crew/officers saloons, navigation bridge, public toilets, mess rooms, other areas where might be crowding, etc.

Shore leave is for all crew and passengers regardless of their passports and nationalities throughout the vessel’s stay in Russia.

After inward clearance formalities the vessel may perform any bunkering and cargo operations.

No crew changes or visits are allowed, excluding Russian crew or inspectors.

Extension of rebate for dry bulk vessels
Wednesday, December 23, 2020, Suez Canal, Egypt

The Suez Canal Authority has decided that circular No. 3/2018 concerning the rebate granted to laden/ballast dry bulk vessels operating between American and Asian ports shall remain in force until 30 June 2021.

Laden or ballast dry bulk vessels coming from (or heading to) the East Coast of North America (ports located at the North of Savannah port) and heading to (or coming from) the following areas:
a) Ports West of Indian subcontinent starting from Karachi up to Kochi port; shall be granted a rebate of 20% of Suez Canal normal tolls.
b) Kochi port and its Eastern ports up to Port Klang shall be granted a rebate of 55% of Suez Canal normal tolls.
c) Port Klang port and it Eastern ports (including Far East area) shall be granted a rebate of 65% of Suez Canal normal tolls.

Laden or ballast dry bulk vessels coming from (or heading to) Savannah port (Latitude 32° 6′ 39″ N) and its Southern Ports (including Ports of US Gulf, Mississippi River, Caribbean Sea and Latin America) and heading to (or coming from) the following areas:
a) Ports West of Indian subcontinent starting from Karachi up to Kochi port; shall be granted a rebate of 45% of the Suez Canal normal tolls.
b) Kochi port and its Eastern ports (including Far East area); shall be granted a rebate of 75% of Suez Canal normal tolls.

Amendment of circular related to LNG tankers
Wednesday, December 23, 2020, Suez Canal, Egypt

The Suez Canal Authority has decided that circular 7/2017, and its amending periodicals issued on 31 March 2020 & 27 September 2020, concerning laden/ballast LNG tankers operating between the American Gulf and ports south of the American Gulf, the Arabian Gulf, India and its eastern ports, shall remain in force till 30 June 2021.

The last permissible date for the LNG tanker to transit the Suez Canal will be 30 June 2021.
