Reclamation works for Integrated Waste Management Facilities
Monday, January 27, 2020, Hong Kong

For approximately 12 months, reclamation works involving laying of geotextiles and sand blankets, deep cement mixing, dredging, sand filling, and construction of seawall and breakwater will be carried out [to the southwest of Shek Kwu Chau] within the area bounded by straight lines joining the following co-ordinates (WGS 84 Datum) from (A) to (I) and the adjacent shoreline:

(B) 22 deg. 11.149’N / 113 deg. 59.466’E
(C) 22 deg. 11.144’N / 113 deg. 59.289’E
(D) 22 deg. 11.237’N / 113 deg. 58.828’E
(E) 22 deg. 11.373’N / 113 deg. 58.744’E
(F) 22 deg. 11.491’N / 113 deg. 58.709’E
(G) 22 deg. 11.596’N / 113 deg. 58.764’E
(H) 22 deg. 11.656’N / 113 deg. 58.821’E
(I) 22 deg. 11.656’N / 113 deg. 58.942’E

Yellow marker buoys fitted with yellow flashing lights, radar reflectors and AIS will be laid at co-ordinates from (B) to (H) to mark the boundary of the works area.

The works will be carried out by a flotilla of vessels including flat top barges, jack-up barges, derrick lighters, and deep cement mixing barges at various stages. Some tugboats, guard boats and self-propelled delivery barges will provide assistance. The number and types of vessels engaged in the works will change from time to time to suit operational requirements.

A working area of approximately 50 metres around each barge and lighter will be established. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the positions of the anchors extending from the barges and lighters.

Silt curtains, extending from the sea surface to the seabed, will be established within the works area. The silt curtain is a large piece of netting used to contain mud and sediments. Yellow markers fitted with yellow flashing lights will be laid to mark the extent of the silt curtains.

The water depth at the areas where sand blankets are laid will be reduced by about 2.0 metres. Yellow marker buoys fitted with yellow fixed lights will be laid to mark the boundaries of such areas.

The hours of work will be round-the-clock.

Diving operations will be carried out from time to time during the hours of work.

Vessels engaged in the operations will display signals as prescribed in international and local regulations.

Vessels navigating in the vicinity should proceed with caution and keep clear of the works area at slow speed, bearing in mind there are divers working in the works area.

Naval sea firing exercise
Monday, January 27, 2020, Sri Lanka

A sea firing exercise by naval ships/craft is scheduled to take place in Sri Lankan waters on 28 & 29 January 2020.

The Sri Lanka Navy requests all merchant vessels, boats, tugs, fishing and other craft anchored/operating in the below areas to keep well clear until the completion of the exercise. As informed by the Navy, 5 NM (9250 m) surface clearance (safety margin) is required.

Date and time of exercise:
28 January: 1800-2000 hours
29 January: 1130-1400 hours

Taal Volcano update – alert lowered

As of 0800 hours on January 26, DOST-PHIVOLCS has lowered the alert status of Taal Volcano from Alert Level 4 to Alert Level 3 to reflect the overall decrease in the level of monitoring parameters.

Alert Level 3 means that there is a decreased tendency towards hazardous explosive eruption BUT should not be interpreted that unrest has ceased or that the threat of a hazardous eruption has disappeared.

However, despite this development, please be advised that ALL VESSELS are STILL REQUIRED to submit contingency plans prior to docking to ensure of a quick and organized pull-out/evacuation in case a hazardous explosive eruption of the volcano takes place.

Calaca Seaport is continually monitoring this volcanic activity and will update all locators and port users of any new significant development.

Measures to prevent spread of Corona Virus
Monday, January 27, 2020, Mina Al Ahmadi, Kuwait

Mina Al Ahmadi Port Authority has advised that vessels coming directly/last port/transiting from China are requested to provide a statement declaring if any crew onboard has a high temperature, sore throat, coughing or breathing difficulties.

Upon arrival, such vessels must drop anchor at the Out of Port Limits Anchorage. The Port Medical Officer (PMO) will board to check crew for any of the above symptoms before clearing the vessel for berthing and other operations.

These vessels will not be allowed to have shore leave, disembarkation for off signers, supply of provision/bond stores or any other service provided until cleared by Quarantine (PMO) Authorities.
